The following description of the Skyline House committees is designed to demonstrate the interface between the Board and the unit owners. The committees act as "agents" for the Board in conducting research, presenting data, and handling a variety of technical functions that cannot be handled by the Board alone. The committees also act as a "sounding board" for unit owners who have questions, comments, or problems they want addressed or solved.

Covenants

This Committee has the responsibility to formulate and maintain the regulations established by the Board of Directors for the day-to-day operations of Skyline House and to monitor compliance by unit owners and renters. They review and, when necessary, recommend revisions to the Board for the By-Laws, House Rules, associated penalties, and administrative practices. They establish procedures for the enforcement of rules and regulations, and establish hearing procedures and conduct hearings to levy assessments and/or institute sanctions when deemed necessary. They also handle all matters pertaining to the nominations, balloting, tabulations of votes, and certification of voting outcomes for Board of Directors elections.

Financial

This committee consists of about a dozen members (the exact amount may vary slightly from time to time) and it acts as the interface group between Management and the Board in cooperation with and guidance from the Board of Directors Treasurer.  The Committee reviews changes in contract terms, procurements, and other ongoing services consumed by Skyline House.  They also monitor budget expenses, on a monthly basis, for about 100 individual budget items.

The Committee also works closely with the Physical Plant and Operations Committee (PPOC), since they are the ones who are responsible for spending most of the budget of Skyline House.

Good Neighbors

Good Neighbors are available to all residents who are in need of temporary help because of illness or disability.

Call the Good Neighbor of the month if you need pick up of prescriptions or groceries. We can also arrange transportation of residents to the hospital or doctor visits if necessary.

Community Relations

The purpose of the Community Relations Committee (CRC) is to establish and maintain relationships with the community-at-large and to advise the Board on issues of potential interest to the Association. The CRC will assist the Board in keeping current with external affairs that might have an impact on the Association and its members.

Specific CRC responsibilities include: Serve as an information channel to the Board and residents on issues that may affect the community at large and Skyline House residents as members of this community, including issues such as zoning, public transportation, revitalization and construction. Establish cooperative relationships with other community associations, public service organizations and interest groups to identify opportunities for joint action benefitting Skyline House Unit Owners and residents as well as the larger community and, with the approval of the Board of Directors, send Skyline House representatives to public hearings and meetings and reviewing and reporting findings which may affect the Association.

Physical Plant

This Committee is charged with the oversight of the operation and maintenance to the buildings, equipment, and grounds of Skyline House. To this end, it reviews these areas and recommends appropriate actions to the Board.

Committee actions encompass and include:

Review, oversight, and making recommendations to the Board on the operation and maintenance of the physical plant, including proposed changes to the buildings, equipment, and grounds.

Provide budget input to the Board and the Financial Management Committee, to include reserve schedules and contractual obligations that affect its areas of cognizance listed above.

Assess the ongoing quality of operations and maintenance of the buildings, equipment, and grounds.

Make recommendations to the Board on the appearance, modifications and/or operations of the buildings, equipment, and grounds.

Develop an Energy Management Plan and report to the Board and unit owners steps taken to improve economy and conservation of utilities expenditures.

Security, Safety & Neighborhood Watch

This Committee provides information to the Skyline House community regarding fire and safety rules of the House and local area. It does this at local meetings and through the Skyline House newsletter. This has provided information on crime prevention efforts, including the Neighborhood Watch Program.

The Committee also maintains contact with the local fire and police departments and passes on information to owners and residents. Owners and residents have also been asked to provide information on any individuals who need assistance in the event of a building evacuation. This information is kept available at the Management Office and at the front desk and everyone is asked to make sure it is kept up-to-date.

The Committee also makes recommendations to the Board on things-to-do to improve our overall security.

Neighborhood Watch encourages residents to interact with each other. It also encourages the neighborhood to observe the property of others and occasionally attend meetings to strengthen neighborhood safety and security.

We still need volunteers for our Neighborhood Watch Group. We ask volunteers to give one hour a week (from 7pm to midnight) and to specify which day they prefer. Four volunteers will work eash shift, two in each building.
